Definition Of Personnel Management
Personnel Management is an aspect of management concerned with the effective utilization of human effort in an organization. The Institute of Personnel Management (1963) defined personnel management as “that part of management which is concerned with people at work and with their relationship within an enterprise”. In recent time, personnel management is referred to as Human Resource Management.
Flippo (1971) defined Personnel Management as planning, organizing, directing and controlling of the procurement integration and development maintenance of people for the purpose of contributing to organizational goals.
Functions Of Personnel Management
The basic functions of Personnel Management are:

1. Procurement Of Personnel
This is concerned with obtaining the proper kind and number of persons to accomplish organizational goals. It includes the determining of manpower, needs, recruiting, selecting and placement.
2. Development Of Personnel
This has to do with the increase of skill of personnel through training that is necessary for proper job performance, e.g. Induction and orientation.
3. Compensation
This is ensuring that there is adequate and equitable remuneration of personnel for their contribution to the organizational objective. Proper compensation depends on proper job evaluation wage policies and extra-compensation plans or fringe benefits.
4. Integration
This is concerned with the attempt to reach a reasonable reconciliation of individual and organizational interests. It deals with the feelings and attitudes of personnel in conjunction with policies and principles or organization. This has to do with the sustaining and improving the conditions established. It is concerned with health and safety measures for employees and employees service programme and also personnel motivation and productivity.
